cs positioning... please help!!

I am working on a site that uses basic css (I am definitely a beginner at this). It is a horizontally-oriented site, and the client wants the title bar and the nav bar to stay put while the images scroll sideways across the screen. I have got it all to work lovely in safari and several other programs, but on a pc with internet explorer everything gets messed up. The site is at

I don't have safari, but here is what I am getting. You have some pictures that you want to scrool horizontally across the page. Do you want to do this with HTML only or with Javascript?

on a pc with internet explorer everything gets messed up.
*Note I checked the site with IE6, FF, and Opera none of them are working as advertised.

so i was hoping it could be done with html and css, since i dont exactly know how to work javascript. is that something that i could easily learn how to do, and would that be my best option for making the site work across all platforms?
