Can't use negative margin to position a float in IE7

My page consists of a 100%-wide <body> that has a fluid center
column; and that has wide borders on the left and the right. I want to
position material (via float) into those wide borders using negative
margins. It all works great in FF 2.0.0.1 but fails in IE7.

What am I doing wrong?
