conventional way to switch styles upon rollovers

Hi,

Is there a cross-browser, CSS driven way to switch a style once I roll
over a particular hyperlink and then switch back once I roll out? I
can figure something out using Javascript, but I was curious if there
was CSS syntax I could use that would avoid having to use JS.
