Basically yes! But I doubt OP would be happy with result under
different popular browsers and screen conditions. He wants a
header and a footer and no messing about with the 3 cols, no
float drops. At a guess. So container, yes, it can help in this
and dim all the inner divs to for sure fit inside
or
#div_02 { float:left; ...}
#div_03
#div_04 { float:right; ...}
with suitable margins for the central (perhaps content) col and
widths for the left and right. Here a container might be
redundant.
