Trying to get navigation bar to layout correctly

I'm trying to figure out how to format the navigation bar in my web
site w/o using tables. Basically, the navigation bar contains a cell
that links to the previous page in the site and another that links to
the next page. I've put up an example of what I've tried. That
example also includes a link to an image of what I would like the page

What I've got working so far is that the cells are the same width, that
they (together) are horizontally centered on the page regardless of how
much text is in each, and they are side by side. I've tried to figure
out how to get those cells to fit in the navigation bar and to give
them just a little space above and below. I've got some of what I'm
looking for but I'm afraid I've run out of ideas. Can anybody guide me
in the right direction?
