Table issue with CSS Layout

I have an annoying table problem within my table-less layout.

You can see the sample html here: http://icdl.com/staging/2column.shtml.

In Firefox, Safari, IE 7 and Opera this page renders fine, with the text "Page Title" close to touching the top of the blue box. However, in IE 6 and 5.5 there is a huge gap (about 40px) between the text and the top of the box.

It only seems to cause a problem when the table has a defined width, but I need the "Print | Email" links on the right side. I've tried doing this with floated divs and then clearing them before the blue box, but that causes issues in IE 7 and also gives a large gap in 6 and 5.5.

I'm not sure what else to do, so if anyone can give me input, I'd love to hear it.

Validate and fix the div issue, then check again.
