I narrowed the problem down further. CSS is only ignored on one
particular user profile on that computer. So, to solve the problem I
created a new profile and migrated the important stuff. It was a bit of
a hassle, but the problem is no more. I guess I sorta used a
work-around.
That tip on the Web Developer Toolbar may have been right on, but I
didn't check this discussion soon enough.

Can you read a CSS file if you access it directly, e.g.
