Spanning images for the whole width

Hi All

I need to span a blue bar(1 * 1) pixel image for the whole width of the border. Height will be governed using a div tag. But i can not write a text inside it to make it span for the whole width.
Do you have any idea .. how to do it..

Please infor me ...
