Dynamically Sizing a Content Div

I am working on a CSS/HTML layout and have run into a problem. What I would like to do is have a dynamically sized div that holds the content so the footer is a fixed size that lines up with the bottom of the browser if there is not enough content to fill the page.

I thought of using min-height (plus requisite hacks for IE compatibility), but cannot figure out how to get the div to dynamically size. Could anyone help with this?

I realize the explanation may not be clear, so I will include some diagrams to help.
