Making my FIRST fully compliant site (And Failing Miserably)

I am a graphic designer aspiring to be a web developer. I know PHP
and HTML pretty well, CSS a bit, but ultimately, I don't know what I am
supposed to use and where. I've read all I could retain on
"AListApart" and some other sites, but now, 15% into the site, I am
stumped. I didn't think it would be this hard!

I need some pretty serious help, but I _REALLY_ want to learn, so if
there is anyone out there that is patient, I would love to chat with
you one on one and call on you for some of my questions, instead of
spamming this list with all sorts of stuff I'm going to encounter. For
the most part, I am able to retain what I learn, as I record it all,
and will use it as a reference.

But while I'm here, I might as well throw this out there, somewhat of
an open-ended question, as I have no idea even what I am trying to do,
I only know the end result.

I was trying to use code from other sites (e.g. veerle.duoh.com) but I
am just totally lost.

My question is thus:
How do I make the "content" - that is to say, the white background -
encompass everything?

I already have the header up there, that was step one, but now, aside
from making a footer.gif and just taking EVERYTHING below the header
and making it a gif, I have no idea what to do.

those of us who wish to expand our abilities.
