How to make a dropdown menu in IE not to use htc file?

I can make dropdown menu work in firefox.

However, I cannot make it work in IE without an htc file. If I use an htc file, IE blocks active contents unless I give specific permission. It is extremely annoying!

Any good idea? Please help or give me a helpful link, example, etc...

as far as I am aware there are only 2 ways to emulate the :hover pseudo class in IE

1.) the htc behaviours file
2.) a small java script

other than that I don't think there is a way to make IE do the hover effect as IE only supports the :hover pseudo class on links

there are 2 very good guides that use the aforementioned small java script just follow the instructions it couldn't be simpler
