Registration Management Script for Login & Passwords etc.

Hello,

Can anyone recommend a reliable and secured Registration Management Script
for Login & Passwords etc., for managing access to a site. The data could
be stored in a database, MySQL or PostgreSQL (latter preferred) or even a
flatfile. Registration could be automatic or manual (latter preferred).
