I have a general question being that now we have user desktop display settings ranging from 800x600,1024x768,1280x800 etc.. is there anyway to have the backround image of a website to auto stretch or resize to meet users display settings. if you know of a method please if possible provide the code and if you can try to explain it in english terms Newbie here <<<

It's called 'fluid layout'. Using CSS you set widths by percent so they are a percent of the browser window. This can be tricky at times so I would google for that and do some reading and experimenting.
