CSS to load pages from javascript=never

Hello all.
I am trying to load a page using CSS, because the website does not allow script to be used on thier site. I was trying to enter sounds files using onmouseover on certain texts & images but the website does not allow script & deletes the scripts from being entered.
I figured maybe I can load a page with the sound files in it & then for it to close itself after it plays the file or after sevral seconds. I tried placing a page with audio on my friends domain then i placed a link on the page where the scripting is not allowed but it did not work. I now have to use CSS since there is no restrictions to use CSS.
Can someone help me on how to write the CSS so that on the main page someone hovers over my image it uses CSS to load my page with my soundbit?

That's not something you can do in CSS. CSS is about the presentation of the current page not loading new pages or any operations outside the current page.

Is there a way to do it load a page with onMouseOver on a site that does not allow scripting. I would like for a image to pop up as well as an audio clip.
That is why I need an HTML page to pop up b/c there I can control the size of the window to fit the image as well include an audio clip.

I don't know anything about them but there are aural and speech attributes in css2.1 or maybe css3. Don't know which browsers, if any, support them.
