Total CCS newb with problem

I am just learning CCS and I can't get my external sheet to affect my pages... I've tried to simplify it and it still is having no affect. I'm running windows XP media center edition 6.0. I've simplified it down to using notepad and two files.

File 1: default.htm-html-
-head-
-title-My document-/title-
-link rel= "stylesheet" type="text/css" href="style.css" /-
-/head-
-body-
-/body-
-/html-

File 2: style.ccs
{
background-color: #FF0000;
}


I've got both of these in a file on my desktop... For someone just starting to learn it's a bit distressing to be stuck at something obviously so basic. Where am I going wrong? above i used a - symbol instead of the appropriate symbol to avoid any post translation problems.
