Table cells are moving...

Hi guys, I was wondering if it were possible for someone to look at the coding for the website I tend to (I use the term tend because I did not write the code, I only do updates for it, so while I know SOME stuff, I am no-where near knowledgeable enough to figure out this problem!).

We are having an issue (with firefox only) with the outside bars creeping down on pages when the length of the page reaches a certain amount (as a note, this doesn't seem to affect all the pages, only the main page, downloads, and the online exhibit.)

Once the page is refreshed, the bars go back to their proper place, and stay there.

And for referance, here are two images, the first the way the site is SUPPOSED to look, and the second with the bars sliding down to where they aren't supposed to be:




The site is a mish-mash of CSS, PHP and HTML, but I figured that the PHP would be the least likely to affect the tables.
