How a using layer to implement a dialog box?

I would like to using a layer to make a layer like dialog box.
I plan to set the layer width and height are 100% of the page,
and some message is place on the layer.

However, It seems stupid since the height of css cannot be set 100%,
not like width.

Any idea? Thanks you so much.

"the height of css" ?
You can certainly set any element to have a height of 100%. Keep in
mind though, that this means 100% of its parent. If the parent doesn't
have a height, nor will the children. (100% of nothing is still
nothing).
