tooltip DIV box is appearing UNDER link

I made a pure css tooltip which unfortunately appears UNDER the other
tooltip links. Does anyone know how I can get it to appear ON TOP OFF
all the other text on the page?

Use the CSS 'z-index' property.

Thanks, I added "z-index: 1000;" to the #tooltip .toolbox a:hover span
item and now it works in Firefox and Opera but NOT in Explorer.

How can I get z-index to work in Explorer so that the tooltip down not
go UNDER the other tooltip links?
