I am sure that this issue has been addressed, but I have not come upon
the answer. I am using pages with PayPal secure links, and these
involve putting long code strings in the html. These strings casue the
W3C validation to fail due to non-U.S.-ASCII characters. What should I
do about this?

Are you sure that it is the PayPal-specific string that's gives the
validator a stomach ache? Can you post a sample URL?

Nikita the Spider and Stan Brown are correct. The mistake was
elsewhere, and I have seen it before, but forgot it. It was two
apostrophes inside material that was sent to me in doc format. I cut
and pasted, and I have to remember that apostrophes from doc files do
not seem to be in ASCII format. When I used Note Tab Lite to replace
these with keyboard apostrophes, the problem went away.

Glad you got this sorted out. Curly quotes and em dashes pasted in from
word processors is by far the most common encoding-related problem that
Nikita sees.
