Navigation items disappearing in IE 5.5 on Win98

Hello,

I am new to the forum and am hoping someone might have an idea on this one. We have a basic HTML site using CSS. The navigation menu displays fine on all Mac browsers, and most PC browsers, with the exception of on a Win98 PC running IE v. 5.5. The top navigation item does not appear. It seems as though it is not getting positioned properly by the browser and the top item is getting hidden behind the graphic banner where users cannot see or access it.

Any suggestions are welcome!
