Getting past the webmaster's frames

I write an intranet website for which I am not the webmaster and have
no say in how he runs things. He, alas, thinks frames are pretty neat,
and everybody hates him for it.

I've been forced to use the HTML 4.01 Transitional DTD so my externals
links can legitimately have a target="_top" property.

My pages validate under the Strict DTD otherwise, and I want to find a
way to use the Strict DTD to trigger Standards mode in modern
browsers.

Is there any way I can satisfy the webmaster without using the target
property, yet still have external links? Some kind of clever
workaround that's still Strict?

The Transitional doctype will trigger Standards mode as well, providing
the URL is included.

Okay, that's not too bad then. (It's not good that I can't officially
switch to Strict, though!) Never mind my worrying, and thanks.
