URL Redirect (or maybe something else)

I'm working on my Intranet webpage. A couple of links on it are to
other servers using private addressing. All these links work fine from
inside the firewall on the local network. However, when accessing the
Intranet server from outside the firewall, these links no longer work
(for obvious reasons). What I would like to do is allow users to
access these other pages. I've tried several variations of code; my
current ineffective one is <a
href=".?file=http://192.168.0.19/intranet/index.php">. It actually
takes me to the intranet folder, but doesn't execute the index.php
file. Am I close or way off in left field? Can what I want to do even
be done? Thanks in advance for any help. I've been searching HTML and
php sites to no avail.

Correction. The link does not take me to the other server. It just
shows the directory on the host server.
