HTML inside External CSS??

hey,
im not too familiar with CSS but i would like to know if its possible
to add html code to an external css file?

Meaning in the CSS style there is a menu bar with html and css code
inside the file so when included into the page it owuld display the
menu bar with the options?

Any responses are appreciated. I understand that i might be unclear if
you think u can help but can't understand please ask me to clarify
something.

CSS is for style, not for including content.

CSS is for presentation, not content.
