here's the situation: I have a banner on a third party page that, if
you click on it, links to another third party page. I cannot install a
counter on that thirdparty page.
Is there any service that will allow me to count how many times someone
has clicked on my banner, by inclusion of some code and a service that
allows me to see the stats?

Does the third party _have_ the image on their server, or are they
referencing the image on _your_ machine?
If they are referencing it on your machine, look at your logs to see how
many times it was accessed.
If it is on their server, then they should be providing you with some sort
of report. Talk to support.
Having said all that, please note that a lot of people pay absolutely no
attention to banners, some have their browsers set to block them, others
have their hosts file set up so certain servers return a 404, thereby
removing the banner.
