Suppose I want to mark up discourse within a BLOCKQUOTE, for example,
from Lewis Carroll's /Alice's Adventures in Wonderland/:

You can have P inside BLOCKQUOTE, so it makes sense to use it if the
quotation consists of multiple paragraphs. In fact, I just noticed for
the first time: in Strict HTML, a blockquote can ONLY contain blocks
(and scripts)--you can't just put unblocked text inside a blockquote.
Don't use Q, you've already marked the whole thing as a quotation.

Yes, sorry, I meant Qs for marking direct speech *within* BLOCKQUOTE,
like:

But the consensus here is for your own quote marks over Qs, isn't it?,
for reasons of poor browser support. So even if you see direct speech
as being quotes (do you?), or at least mark-up-able as Qs, there are
still practical reasons for avoiding Q.

Yes. <q> is meant for inline quotations, <blockquote> is for quotations
such as you showed.
<q> has inconsistent browser support. Gecko-based browsers and Opera add
quotation marks; IE does not. I feel that IE is correct in this instance
(how often does that happen?).

I don't want to argue that point, but I would draw your attention to
the clause: 'visual user agents must ensure that the content of the Q
element is rendered with delimiting quotation marks' (sec. 9.2.2). I'm
at a loss to find an interpretation that keeps IE in the good books.

Hmm. I remember recently(-ish) posting how excited I was about
discovering <q> and how it would solve the quotation mark problem (locale
sensitive quoting! Whoo-hoo!). My glowing moment was extinguished, once
again, by IE.
The ensuing discussion led me to the conclusion I mentioned earlier.
Although re-reading the spec reaffirms my initial enthusiasm. It *is*
quite clear about what is expected. <sigh>
