Odd linkage on image

Evening all,

Here's an interesting one I haven't encounted before. Site is live at:

but here's the kooky part. The logo is a link, but only allows the
mouseover when your at the very top of the graphic in Safari and
Firefox?????

Any ideas on this? I'm stumped...
