variation of css effect on Frameset


i have given following style to a frameset

<frameset rows="130,*,0" cols="*" framespacing="0" border="0"
style="background-color:#FFFFFF;border:5px solid
its effect
On IE :
no effect on background, border works fine

On Firefox :
bcakground and border both applied but overlaps internal FRAME

can anyone help
