There is not necessarily a correlation between the two factors 'limited
width' and 'horizontal scroll bar'. If you design your pages fluid or
liquid, you wont need either. Google for it

min-width and max-width are meant to give some 'control' over the width of
the page: <http://www.w3.org/TR/REC-CSS2/visudet.html#propdef-max-width>
and <http://www.w3.org/TR/REC-CSS2/visudet.html#propdef-min-width> Neither
work in IE though.
