Scrolling tables that work

I noticed that the scrolling tables at
http://www.safesearching.com/billmah...nscripts.shtml

Work fine in Opera, Firefox, Mozilla, Netscape and IE in the latest
versions.

I looks as though their tactic uses JavaScript.

There is no need for such jiggery-pokery. The following page does it
in pure HTML and CSS:

Which release of Opera?

I could be missing something, but if Opera scrolls the thead and
tfoot sections, I think that's a bug and should be reported. What do
the Real Experts have to say?
