What 'each time'. Each time you compose an email or each time such an email
is displayed? If you mean the former: look up the manual of you mailer and
check, if it can use the output of an command (e.g. fortune) as signature.

creates random quotes from a DB. Any HTML tag that would execute this
when the HTML was displayed?
Seems you are meaning the latter version of 'each time'. Only an iframe
could do this at all - not sure, if it is widely supported by html capable
clients. But anyway: don't do it.
If you want some randomness, do it when composing the mail (by hand or a
properly configure mailer).
