If this is going on a Web server where others can access the page,
some browsers might block any DIRECT attempt to access a local
file. This is a security feature to prevent privacy violations
(that is, to prevent someone's Web page from grabbing a file from
your computer).
However, it is possible to design a Web page to use your operating
system's file-selection capabilities. You might want to look at
the source HTML at <URL:http://validator.w3.org/>. When viewed on
my PC (Windows 98SE), the "Browse" button there makes use the
Windows 98 "File Upload" dialogue. That system-specific capability
is chosen as a result of the Web page's interface with my browser
(which is a version for Windows).
