How to use hex value of # on URL?

I have a named anchor in a webpage . Appending #anchorname on the URL
works fine. However, I'd like to use the hex value equivalent, which
is 35. I've tried appending %35 for the "#" on a URL but it doesn't
work.

Even doing http://www.microsoft.com%20 (for space) brings me to
http://www.microsoft.com /, which isn't Microsoft. However, if I hit
the space bar after entering in the URL, I go to the correct website.
What is wrong?

The hash sign has special meaning. If you escape it, you lose the meaning -
that's the point is escaping.

Your browser manages to correct for the error in the one case, but not in
the other.
