Joining two HTML web pages together?

I am searching for tool which joins the content of two (or more) HTML web pages together into
a new target HTML page. O.k. I could do this manually but this is rather unconvenient.

I could imagine that there is a tool which handles this task automatically.
In other words it should copy the text between <BODY> and </BODY> and paste it
just before the end </BODY> tag of the other web page.

Furthermore it could copy possibly existing javascript functions in the head
and add possibly existing CSS definitions.

Is there such a tool?
