Creating Discussion Forums

I am creating a site which will eventually need a discussion forum of
some sort. How would I approach this? Is this done with java, html, or
somehing else? Thanks

There are Java / JavaScript solutions for this, but more common is the
use of PHP forums boards (such as PHPBB or XMB) that use a database
backend. PHPBB is one of several forum boards like this that are free to
use and easy to install. You just need to be sure your host supports PHP
and MySQL databases.
