frames problem?

in one frame, i have a submenu with a link with href of a javascript
function which outputs a page to another frame.
the page is simple and outputs correctly but the status never changes
to done - going back and forward makes it done.
also, after that, if i click on another submenu link in the first
frame, the java console says
'Attempt to load a javascript: URL from one host
in a window displaying content from another host
was blocked by the security manager.'

would seem to be a frame issue.
page loads ok in other browers, but other submenu links don't work
afterwards.
