Border missing in Firefox but not IE6

This page, http://home.earthlink.net/~wallysanford/access.html, shows a
border just above the bottom icons, as it should, in IE6, but not Firefox.
Strangely, the page from which it was derived,
http://home.earthlink.net/~wallysanford/index.html, shows the border in both
browsers. I have been staring at this too long. Can anyone point out my
error?

Refresh the cache?

I see a border (bottom border of content it seems) in both
browsers, and on both pages.

Thanks very much. I had been going over the markup for hours, but the
problem only seems to occur at DPI settings above 96, at least on this rig
(Radeon X800 SE with Omega 2.5.90 drivers). Still odd. I haven't dared to
look at Konqueror, Galeon, or Safari yet...

Just tried a GeForce 6800 card: it is the DPI setting.
