Strange rendering?

Take a look at this web page:

http://80.203.241.162/test.htm

I have a couple of questions:

1) Why does the red background show up as a stripe under the image? How do I
modify my code to get rid of the red stripe?

2) Why does Internet Explorer render the green cell larger than 200 pixels
wide? It shows up as expected in Firefox 1.0.

Don't use tables for layout, use css.
I hope that the image is a screencap used for this test case only of a
page that uses a properly marked up menu and text.
Btw jpeg is the wrong format to use for images like this, use png.

Set font-size and line-height to null on the containing block, example:
"font:0px/0px serif".

My IE (5.5) renders it at 200px.
