Custom error page.

How would that help?

I suspect this is only possible if the provider allows programming; and
if the provider permitted that one probably wouldn't have any need to
redirect to another computer. (But if I'm wrong please let me know).

The OP wants anyone hitting the site on the server to be redirected to his
site on his home pc except if the pc is not online. So always redirect there
, and if it can't be reached, use a custom error page on the server to
redirect to some server page.

How would you do that? As soon as the server redirects to the home PC
it's out of the picture - the browser will send a request to the home
PC and then tell the user that it can't reach the host.

A custom error page on the server is only going to be used if there's
an error on the server itself.

What the OP needs to do is configure the server to fetch pages from
his home PC if available and use a local (to the server) cache if not.
The browser is always talking to the server - the server merely acts
as a proxy to the home pc.
