Funny pixelization with bold fonts

Im having problems with bolded text looking different on seperate PCs
running the same version of IE. Sometimes it looks fine, other times
the text is very pixelated. Does anyone have an explanation for this?
Could it just be how the video card is chosing to display it?

Maybe 256 colours, but probably anti-aliasing. Right-click desktop,
Properties, Effects, Smooth...
