I need a pure CSS tooltip (inline HTML)

hi,

I know absolutely nothing about CSS (good start), but want to code a
PHP extension to a PHP based blog.

The idea is that the user puts something this [[tooltip:term:tooltip
text]] into the template for a post. Each function deliniated by
[[my_function_name:param1:param2:etc]] is passed to my_function_name
(with the params, of course) by the blogging software and that function
shoudl return some HTML. Probably too much information, but just to
make it clear...

Ideally, I would prefer inline CSS, but I have no idea how. Can anyone
help me? What would the HTML with inline CSS for the above look like?

speaking of that, and the reason i'm here (from his faq) does anyone
know why he took the ie compatability mode off that page?

I had been unsuccessful in getting it to work (the IE mode) and wanted
to look at it again... but it appears as though he has removed that
part of the code.
