the dashed HR, are invisible in MSIE. They are revealed
by scrolling or by highlighting with the mouse.
The page is ok in Opera and Firefox.
Without CSS the page is clean and ok.

Thanks for the peek-a-boo lead -- too complicated for me.
I got it fixed by either removing the <HR> or adding
the before the <HR> - - - - - - - WEIRD !
But no problem with other browsers.

By the way, I use a javascript expression to fix the position
of the top bar, and I color the scroll bars -- the only css
validation problems. They'll stay.
