MSIE hides lines on valid page

Experts:

I'm baffled. This page validates ok, as does its css:

http://masonc.home.netcom.com/vickreyspeech.html

Several lines at the top, between "William Vickrey" and
the dashed HR, are invisible in MSIE. They are revealed
by scrolling or by highlighting with the mouse.

The page is ok in Opera and Firefox.

Without CSS the page is clean and ok.

Can you take a quick look and comment?

Mason C

P.S. I won't debate either the topic or the tables :-)

Thanks for the peek-a-boo lead -- too complicated for me.

I got it fixed by either removing the <HR> or adding
the &nbsp; before the <HR> - - - - - - - WEIRD !
But no problem with other browsers.

<DIV class="columnG">
<CENTER>
<H2>WE NEED A BIGGER DEFICIT</H2>

William Vickrey
<P>
Professor of Economics, emeritus, Columbia University;
<BR>President of the American Economic Association for
1992
<BR>1996 Nobel Memorial Award in Economics
<P>
</CENTER>&nbsp;
<HR>

By the way, I use a javascript expression to fix the position
of the top bar, and I color the scroll bars -- the only css
validation problems. They'll stay.
