on IE. user can use the menu View->Text Size->Largest etc.
If you mean you want to write a page for the www and need it to be
re-sizable by the user with a graphical UA:
- set the font-size of your main text to 100%;
- don't downsize any text below 85% (some may argue that is already too
small; others, like myself, have no problems if you go below that, even to
some 65%);
- make sure you style all other sizes (width and height for boxes et
cetera) flexible (that is: by using percentages or relative units such as
'em')
If you do all this, users with graphical browsers will get your page with
their preferred text size (that is: the size they have set as their 100%),
and all sizes related to that, so all stays proportionally as you as the
designer, intended.
