Is it possible to expand a div to fill a table cell?

I'm having a hell of a time with a CSS/table layout.

All I want to do is create a <div> inside a <td> whose width and height
are the width and height of the table cell, not that of whatever
content is in the div.

Setting width and height to 100% doesn't work. It's like the parent of
the div is not the table cell but some weird phantom element. I'm
beginning to get the distinct feeling that this is actually impossible
with HTML.
