Changing a frames based website to tables (poss using CSS)

Hi,
I am looking to change a frames based webite (3 rows no columns)(top -
Nav, middle - Content, bottom - information) to be a tables based site
possibly using css.
I hav got the frame setting on the css file ok but having trouble with
the configuration for the table setup.
The frame setup is:

frameset { padding: 0px; border: 0px }
frame { padding: 0px; border: 0px }
..toparea { position: static; width: auto; top: 0px; bottom: 140px;
background-color: #cccccc}
..midarea { position: static; width: auto; top: 140px; bottom: 580px;
background-color: #cccccc}
..bottomarea { position: static; width: auto; top: 580px; bottom:
600px; background-color: #cccccc}

and i am looking to use this setup for the table.
The top section of the table will have the logo/nav png file aand needs
to be a fixed height.
The bootom just has text but need to be a fixed height as well. The
middle section will have varying information in it and so will have to
be scrollable.

The website is www.studymedia.co.uk

Could anyone offer any help please?
