Border margin

Can somebody tell me if it is possible to define a border margin width in
the following?

h3 { border-style: solid; border-width: 5px; }

That is, I only desire the border to expand across the screen for a portion
rather than the entire line.

Borders only go along entire edges of the element they are applied to. (An
inline element link <span> might be of use here)
