IE7 and the non-breaking hyphen

It seems to me that Internet Explorer 7 (as opposed to IE6)
displays the non-breaking-hyphen U+2011 or ‑
as some sort of dash rather than a hyphen.

dir=ltr ‑

as some sort of dash but displays

dir=rtl ‑

as a regular hyphen. The typeface is Times New Roman;
the operating system is Windows XP.
