how to insert data through HTML

I have a html form, when someone enter his/her details it should go to a access database. But how should i do it. i know i have to use ASP. but can someone guide me step by step.
And can you please tell me how to view my webpages in the local browser. I tried using (http://Inetpub/wwwroot/html/index.html) but it doesnt work. all my pages are in a html folder which is inside the wwwroot folder. please help.

i know i have to use ASP.
You do not and any programming language will work. If you are already using asp then you need to ask this on the asp board.
