Converting Borland C (with Delphi forms) to Visual Studio (.Net or C++) ?

I have an old program which needs support. Its written in Borland around 2014, and I have been told it has some Delphi forms in it (.dfm). We don't support the code anymore (the writer has long since retired) and I would like advice on getting it converted/partially re-written into Visual Studio. I dont really want to throw it up on AirTasker, etc, so does anyone know a website where we could post it as a 'task' for someone to quote for? Its a simple Windows forms App that talks to a fleet of devices via Ethernet to update them with new firmware if/when required... individually or as a batch. The App compiles to 2.7Mb so I am assuming it isnt a big task (famous last words perhaps?). I have all of the source files.

Suggestions on conversion, and a website to place the task, will be greatly appreciated.
