Suggestions for selecting tools for software development

Several universities in my country are planning to develop various systems (software) to support the research processes. We have several development teams located in geographically distant points and we are now in the process of selecting the tools to support all development. This is an initial list:
  • Various software development technologies such as Java, Nodejs, PHP, Angular, React, etc.
  • Artifact-Package Manager like JFrog Artifactory and Docker HUB
  • Colaboration software like Rocket Chat
  • Configuration Automation: Ansible
  • Containers: Docker
  • CI: Jenkins
  • Issue Tracking: Github or Gitlab issues
  • Security: OWASP ZAP
  • Source Control Management: Git (Gitlab or Github)
  • Testing: Selenium, Junit, Jmeter, Cypress

Can you give me a suggestion (always free software) that I may be missing, or if there is something to remove.

Depends on the use case and context. 'Free' may not always be the optimal solution.
