How to diagnose why our website is down

I am a an web editor of health related online news portal of Bangladesh. We are in the development phase. Since today morning we can not reach it.

What steps should i take to find out why it is down?
Where shall I have to make my complain?

where is the site hosted? was it not reachable from inside your net or from everywhere? ... could you see other websites outside of your intranet or whatever? ... you need to track some possible reasons before complaining ...
